(1) The emissions of HFCs and PFCs are to be expressed as CO 2 equivalent emissions. Data on disaggregated emissions of HFCs and PFCs are to be provided in Table 2 (II) of this common reporting format.

(2) For verification purposes, countries are asked to report the results of their calculations using the Reference approach and to explain any differences with the Sectoral approach. Where possible, the calculations using the Sectoral approach should be used for estimating national totals. Do not include the results of both the Reference approach and the Sectoral approach in national totals.

(3) Other Production includes Pulp and Paper and Food and Drink Production.

(4) According to the IPCC Guidelines (Volume 3. Reference Manual, pp. 4.2, 4.87), CO 2 emissions from agricultural soils are to be included under Land-Use Change and Forestry (LUCF). At the same time, the Summary Report 7A (Volume 1. Reporting Instructions, Tables. 27) allows for reporting CO 2 emissions or removals from agricultural soils, either in the Agriculture sector, under D. Agricultural Soils or in the Land-Use Change and Forestry sector under D. Emissions and Removals from Soil. Parties may choose either way to report emissions or removals from this source in the common reporting format,

but the way they have chosen to report should be clearly indicated, by inserting explanatory comments to the corresponding cells of Summary 1.A and Summary 1.B. Double-counting of these emissions or removals should be avoided. Parties should include these emissions or removals consistently in Table 8(a) (Recalculation – Recalculated data) and Table 10 (Emission trends).

(5) Please do not provide an estimate of both CO 2 emissions and CO 2 removals. ”Net” emissions (emissions - removals) of CO 2 should be estimated and a single number placed in either the CO 2 emissions or CO 2 removals column, as appropriate. (4) According to the IPCC Guidelines (Volume 3. Reference Manual, pp. 4.2, 4.87), CO 2 emissions from agricultural soils are to be included under Land-Use Change and Forestry (LUCF). At the same time, the Summary Report 7A (Volume 1. Reporting Instructions, Tables. 27) allows for reporting CO 2 emissions or removals from agricultural soils, either in the Agriculture sector, under D. Bilaga 3 – Normalårskorrektion av koldioxid- utsläppen, metodbeskrivning och resultat

Modell för normalårskorrigering av utsläppen av koldioxid

Klimatet i Sverige varierar mycket mellan åren. Detta gäller temperaturer, vindförhållanden, instrålning och nederbörd. Temperatur, instrålning och vind påverkar hur mycket energi som behöver användas för att värma upp fastigheter för att hålla normal inomhustemperatur. Nederbörden påverkar hur mycket vatten som rinner i vattendragen och därmed möjligheten att producera elenergi med vattenkraft. Normalårskorrigeringen inne- bär att relevanta jämförelser mellan åren möjliggörs. Sverige har i samband med de två tidigare national- rapporterna och även mellan dessa gjort beräkningar

av vad emissionerna skulle vara de redovisade åren under normala betingelser. Inför denna rapport har en ny modell för normalårskorrigering av koldioxid- utsläppen utvecklats som skiljer sig både vad gäller beräkningssätt och resultat. I normalårkorrigeringen ingår att beräkna vad emissionerna skulle vara ett normalt år både vad gäller uppvärmning av fastigheter och vad gäller elproduktion. De båda delarna beskrivs nedan.

Korrigering av koldioxidutsläppen från uppvärmning

SMHI har utvecklat en metodik för att beräkna varia- tioner i de svenska CO 2 -utsläppen från uppvärmning, som beror på avvikelser från normala väderförhållanden. Beräkningar har gjorts för vart och ett av åren 1990– 1999 samt för en 30-årig normalperiod 1965–95. Vädrets samlade betydelse för uppvärmningsbehovet av byggnader har beräknats månadsvis för en rad platser i Sverige med hjälp av modellen ENLOSS, som utvecklats vid SMHI, se bl.a. Taesler (1986) och CADET Energy Efficiency (1999). Detta är en modell som detaljerat beräknar energiåtgång för uppvärmning av byggnader med hänsyn tagen till temperatur, vind, molnighet, solhöjd och luftens grumlighet (påverkar instrålningen). ENLOSS beräknar en s.k. ekvivalent temperatur som tar hänsyn till väderparametrarna i samverkan med byggnadens läge, egenskaper och användningssätt. Med utgångspunkt från denna ekvi- valenta temperatur beräknas sedan ett Energi-Index, som är ett mått på hur mycket energi som krävs för att värma upp en specifik byggnad till normal rums- temperatur (+21˚C) i förhållande till vad som behövs för motsvarande tidsperiod under normala väderför- hållanden. Energi-Index framräknade med ENLOSS-

modellen utnyttjas idag också kommersiellt i Sverige för optimering av ekonomi, funktion och komfort vad gäller fastigheters energi- och effektbehov.

Samtliga beräkningar av normalårskorrigering har gjorts för en ”standardfastighet” med följande egenska- per:

• Representerar blandad bebyggelse

• Mekanisk ventilation

• Värmebehovet för varmvatten ej inkluderat

• Värme från belysning, personer i byggnaden, elektrisk utrustning och dylikt har schablonmässigt räknats bort från värmebehovet

• Tidskonstant 24h för beskrivning av värmelagring i byggnaden

Med utgångspunkt från ENLOSS-modellens be- räkningar av uppvärmningsbehovet vid upp till 87 meteorologiska stationer har en geografisk fördelning av uppvärmningsbehovet över Sverige bestämts med hjälp av s.k. optimal interpolation. Detta har gjorts månadsvis och därefter adderats till årsvärden. Dessa geografiska kartläggningar har sedan utnyttjats för att beräkna uppvärmningsbehovet årsvis, viktat mot be- folkningsfördelningen, inom varje enskilt län. Denna information ger i sin tur underlag för att för varje år bestämma ett länsspecifikt Energi-Index. På detta sätt normerade värden för uppvärmningsbehovet för varje län, tillsammans med Statistiska centralbyråns (SCB) siffror avseende den faktiska länsvisa uppvärmning av fastigheter med olika bränslen och elenergi (summerat enligt tabell 1 nedan), har legat till grund för de be- räknade normalårskorrigeringar av CO 2 -emissionen för varje år under perioden 1990-1999. SCB:s siffror utgår från de s.k. regionala energibalanserna, som summerat för alla län, utgör SCB:s årliga energibalanser. Emissionerna är beräknade med samma emissions- faktorer som används vid sammanställningen av rap- porteringen till klimatkonventionen m.fl. Emissionen från elanvändningen är beräknad med en emissions- faktor som är kvoten av koldioxidemissionen från för- bränning av fossila bränslen för elproduktion i Sverige delat med den totala nettoproduktionen av elenergi

i Sverige. För uppvärmning har olja antagits vara mar- ginalbränslet.

För samtliga år under 1990-talet, utom år 1996, har den summerade normalårskorrigerade CO 2 -emissionen

från uppvärmning varit större än den verkliga. För år 1990 var skillnaden mellan verklig och normalårskor- rigerad emission störst.

Korrigering av koldioxidutsläppen beroende på variationerna i tillgången av vattenkraft

Elproduktionen i Sverige sker framförallt med vattenkraft och kärnkraft. En mindre del av elenergin framställs med värmekraft. Denna andel har under 1990-talet varierat mellan 7 och 15 %. Elbalansen i Sverige har under 1990-talet också balanserats med export och import av elenergi. Vattenkraften svarar under ett genomsnittligt år för 64,2 TWh elenergi, men detta varierar mycket och vissa år kan produktionen vara betydligt högre medan den andra år kan vara be- tydligt lägre. Dessa variationer beror på nederbörden. Vattenkraften är att anse som basproduktionen av el- energi i Sverige, dvs. den källa som används i första hand bl.a. beroende på elpriset. Ett underskott av el- energi från vattenkraft jämfört med normalåret måste

ersättas med elenergi producerad på annat sätt, dvs. kärnkraft, värmekraft eller import. Då en del av den el- energi som skall ersätta ett underskott av vattenkraft produceras genom förbränning av fossila bränslen sker således utsläpp av koldioxid som är beroende av av- vikelsen från normalåret. Det motsatta sker under år då vattenkraften ger ett överskott jämfört med normalåret.

Beräkningen av koldioxidemissionen har gjorts genom att beräkna över- respektive underskottet av vattenkraftel, dvs. producerad mängd elenergi minus normalårsproduktion, och multiplicera detta med en emissionsfaktor för emissionen av koldioxid. Denna emissionsfaktor har beräknats genom att dividera en genomsnittlig emission av koldioxid från produktionen av elenergi med värmekraft med summan av elenergi producerad med kärnkraft, värmekraft och import minus export, dvs. den totala nettoproduktionen av elenergi exklusive elenergi producerat med vatten- kraft. Detta har skett för varje år under 1990-talet. Statistik från SCB och Energimyndigheten har nyttjats i beräkningen. Jämfört med tidigare modell skiljer sig denna beräkning i att en varierande emissionsfaktor används. I den tidigare modellen användes ett schablon- antagande om att 7 % av elproduktionen skedde med fossila bränslen.

För alla år under 1990-talet utom åren 1991, 1994 och 1996 ger beräkningen en positiv normalårskorrek- tion, dvs. ett påslag jämfört med den verkliga nationella emissionen.

Som framgår av tabellen skiljer sig beräkningen något jämfört med tidigare modell (för vilken beräkning saknas för år 1999).

Normalårskorrigeringen läggs till verkligt utfall. Som framgår av diagrammet nedan jämnas kurvan för emissioner av koldioxid ut av normalårskorrigeringen. Den nya modellen för beräkning ger ett resultat som följer den tidigare modellen väl. Att kurvan ändå varierar bör främst förklaras med variationer i kon-

junkturen, men det kan inte uteslutas att det finns för- hållanden som bör belysas på annat sätt i beräkningen. Exempelvis bör frågan om vilka bränslen som används som marginalbränslen utredas ytterligare. Även valet av emissionsfaktor för att beräkna emissionen från vattenkraften bör utredas ytterligare.

A. Metod för scenarioberäkningarna

Scenarierna för utsläppen av koldioxid från energi- sektorn utgår från beräkningar och bedömningar över energisystemets utveckling. I energisystemet omfattas både använd samt tillförd energi. Scenarier tas fram för olika delsektorer i energisystemet. Dessa ställs sedan samman i en energibalans. Den använda energin ska balansera med den tillförda energin. På balansens an- vändarsida ingår förutom den slutliga användningen i sektorerna industri, bostäder- och service samt trans- porter, även omvandlings- och distributionsförluster samt utrikes sjöfart. På balansens tillförselsida finns den sammanlagda tillförseln av bränslen samt vatten- kraftsproduktion, kärnkraftsproduktion, vindkraft och nettoimporten av elenergi.

För varje delsektor används olika beräkningsmetoder, vilka beskrivs nedan. De metoder och analyser som används utgår från ett samhällsekonomiskt perspektiv. En grundläggande utgångspunkt är att den totala energianvändningen och energislagens inbördes för- delning anpassas till de förväntade energipriserna, den ekonomiska aktiviteten i samhället samt den tekniska utvecklingen. Även den internationella utvecklingen återkopplas till det svenska energisystemet. I arbetet utgås från de beslut som är fattade av regering och riksdag inom ramen för den gällande energi- och miljö- politiken.

Till scenariobeskrivningen i den tredje national- rapporten har beräkningar med MARKAL-modellen använts som underlag. En kort allmän beskrivning av modellen redovisas nedan.

Metod för industrisektorn

Scenarierna över industrins energianvändning till år 2010 och 2020 bygger dels på resultaten från Kon- junkturinstitutets EMEC-modell samt i viss utsträck- ning på MARKAL-modellen. EMEC modellen till- handahåller de ekonomiska förutsättningarna för ett antal industribranscher samt för tillverkningsindustrin totalt. För de branscher som inte anges av EMEC- modellen har bedömningar gjorts. Dessa måste dock

falla inom ramen för den totala utvecklingstakten för tillverkningsindustrin dvs. ingen bransch kan enligt bedömningarna ges en tillväxt som leder till att till- växttakten för tillverkningsindustrin totalt angiven av EMEC modellen överskrids.

Utifrån de ekonomiska förutsättningarna samt de antagna energipriserna har ett scenario över industrins energianvändning utarbetats. I detta arbete ingår omfattande kontakter med industrins olika intresse- organisationer, branschorganisationer samt energi- myndighetens egna experter på vissa områden. I dessa kontakter diskuteras dels resultat från EMEC-modellen dels hur olika produkter inom en bransch kommer att utvecklas samt vilka större investeringar som är aktuella under perioden. Produktionsutvecklingen av olika produkter är av stor vikt då den totala efterfrågan av energi samt dess sammansättning är beroende av detta. Även den teknik som kan komma att implementeras under perioden är förstås av stor vikt. Allt material och all kunskap som genereras under denna process granskas och ställs mot varandra för att utarbeta scenarierna.

Scenarierna över industrins energiefterfrågan har även fungerat som en input i MARKAL-modellens be- räkningar. Resultaten från MARKAL-modellen har noga granskats och stämts av med övriga beräkningsresultat.

Metod för sektorn bostäder, service m.m.

En stor del av energianvändningen i sektorn bostäder, service m.m. åtgår till uppvärmning av bostäder och lokaler. Den ekonomiska tillväxten och befolkningstill- växten styr hur omfattande nyproduktion, renovering och ombyggnation av bostäder och lokaler blir. Detta styr i sin tur behovet av uppvärmning.

Den energi som används för uppvärmning påverkas av temperaturförhållandena. För att justera detta temperaturkorrigeras energianvändningen. Den tem- peraturkorrigerade energianvändningen talar om hur mycket energi som skulle ha använts ett speciellt år om det varit normalt ur temperaturhänseende. Temperatur- korrigering görs för att kunna jämföra energianvänd- ningen mellan olika år för att se hur den påverkas av andra faktorer. I beräkningarna bortses från tempera-

turens inverkan genom att anta att prognosår blir normala ur temperaturhänseende (en del av den s.k. normalårskorrigeringen). Temperaturkorrigeringen bygger på graddagsstatistik från SMHI.

Förutom energi till uppvärmning används elenergi för drift i lokaler och hushållsel i bostäder. Dessutom beräknas energianvändning för delsektorerna; areella näringar, fritidshus samt övrig service.

Uppvärmningssektorn

Energianvändningen för uppvärmningsändamål be- stäms på kort sikt till stor del av vilka uppvärmnings- system som finns installerade i fastigheterna. Undan- taget är de småhus som har s.k. kombipannor. I dessa fastigheter kan man momentant växla mellan t.ex. elkraft och olja. Byte av uppvärmningssystem sker i första hand när det befintliga systemet är utslitet.

Uppvärmningsbehovet har beräknats bl.a. med hjälp av en modell (den s.k. DoS-modellen). För att göra en prognos för uppvärmningssektorn med denna modell krävs följande indata.

• Energianvändning fördelade på uppvärmnings- system och typ av fastighet (småhus resp. fler- bostadshus/lokaler)

• Prognos av nyproduktion och rivning

• Genomsnittlig energieffektivisering under perioden

• Genomsnittlig livslängd för respektive upp- värmningssystem (bestämmer utbytesbehovet under prognosperioden)

• Investeringskostnader för olika energisystem, kalkylränta och avskrivningstid

• Energipriser (ej kraftpriser eftersom DoS gör en prognos för samtliga kraftpriser)

• Verkningsgrader för de olika uppvärmnings- systemen och bedömd utveckling av dessa

• Max potential för olika uppvärmningssystem.

Eftersom modellen utgår från att konsumenterna väljer det mest ekonomiska utbytesalternativet måste den som använder modellen lägga in olika begräns- ningar. Trots att kanske värmepump är det mest ekonomiska alternativet kommer inte 100% att välja det alternativet, utan t.ex. 20%.

Givet dessa förutsättningar kommer modellen att räkna fram energianvändningen för olika energislag vid olika elpriser. Modellen optimerar även driften av de s.k. kombisystemen.

För uppvärmningen av bostäder och lokaler har även MARKAL-modellen använts (se separat be- skrivning). En jämförelse av DoS-modellens resultat och MARKAL-modellens resultat har gjorts. En rimlighetsbedömning av de olika modellernas utfall har sedan lett fram till de slutgiltiga resultaten.

Hushållsel och driftel

Hushållsel i bostäder och driftel i lokaler beräknas ut- ifrån ett tillväxttal som baseras på de antaganden som görs angående den ekonomiska utvecklingen. Den privata och offentliga konsumtionen är viktiga faktorer.

Energianvändningen inom hela sektorn

Genom att till energin för uppvärmningen lägga an- vändningen av hushållsel och driftel ges energianvänd- ningen i bostäder och lokaler, vilken uppgår till drygt 85 % av sektorns totala energianvändning. Utöver detta tillkommer energianvändningen i de areella näringarna (jordbruk, skogsbruk och fiske), fritidshus samt övrig service (el-, gas-, vatten- och avloppsverk, gatubelysning m.m.). Beräkningar för dessa små del- sektorer görs på ett enklare sätt, ofta på basis av givna ekonomiska förutsättningar för respektive bransch.

Metod för transportsektorn

Scenarierna för transportsektorns utsläpp har gjorts i två steg. Dels scenarier för transportarbetet och dels scenarier för energianvändningen (uppdelad på olika energislag).

Transportarbetet

Framtidsscenarierna för transporter i klimatrapporten är framtagna med hjälp av modellsystem som utveck- lats gemensamt av SIKA, trafikverken och VINNOVA f.d. Kommunikationsforskningsberedningen.

Persontransporter

Som underlag för att utveckla modellsystemet för persontransporter, SAMPERS, har uppgifter om faktiskt resande, trafikutbud, befolkningsstruktur m.m. samlats in. Uppgifterna om det faktiska resandet kommer från den nationella reseundersökningen Riks- RVU (numera RES). Därifrån har ca 30 000 intervjuer från åren 1994–97 hämtats. Statistiken om resvanor, trafikutbud och demografi har sedan använts för att skatta modeller för efterfrågan på persontransporter. Bl.a. modelleras resfrekvens dvs. antal resor per person och dag, målpunktsval och färdmedelsval. Modelltypen är s.k. logitmodeller . Även ruttvalet modelleras och det görs med hjälp av det kanadensiska nätanalyssystemet Emme/2. För en prognoskörning krävs indata i form av antaganden om ekonomisk utveckling, befolknings- förändringar och förändringar i transportsystemet. Systemet är lämpligt för att analysera effekter av t.ex. ändrat trafikutbud, ändrade priser eller demografiska förändringar. SAMPERS består av fem regionala modeller för kortväga resor, en rikstäckande modell för långväga inrikes resor, samt en modell för utrikes- resor. Analyser kan ske och resultat presenteras på regional, nationell och internationell nivå.

Godstransporter

Det svenska nationella modellsystemet för godstrans- porter, SAMGODS, kan mest rättvisande beskrivas som en uppsättning av separata modeller, delvis ut- vecklade för helt andra syften än för analyser av natio- nell godsefterfrågan, men som har knutits samman för att fungera ihop på ett relativt effektivt och konsistent sätt. Systemet består huvudsakligen av två delar, en del med modeller som hanterar efterfrågan på transporter och en modell som hanterar transportnätverket och transportmarknaden. Från efterfrågemodellerna hämtas geografiskt disaggregerade matriser för godsefterfrågan inom Sverige och mellan svenska och utländska regioner. Denna efterfrågan fördelas sedan av nät- verksmodellerna ut på olika transportmedel och transportrutter. Med hjälp av en kostnadsminimerande algoritm gör modellsystemet det möjligt att göra prognoser av transportflöden för olika transportslag och att analysera transportkedjor och effekter i trans- portsystemet som följd av transportpolitiska åtgärder eller förändringar i infrastrukturen.

Bränsleanvändning

Bensinanvändningen står för närmare 60 % av energi- användningen för inrikes transporter. För att göra bedömningar över bensinanvändningens utveckling används en efterfrågemodell, en s.k. ”top down” ansats. Bensinefterfrågan baseras på antaganden om hur bensinpriset samt hushållens inkomster kommer att utvecklas samt estimerade elasticiteter. Priselasticiteten antas uppgå till -0,7 och inkomstelasticiteten till 0,6. Därutöver ingår antaganden om den tekniska utveck- lingen (effektiviseringstakt). Modellen är begränsad på så sätt att det inte finns någon anpassningsmekanism inbyggd i modellen, vilket bl. a innebär att modellen inte visar när i tiden ett höjt bensinpris får störst effekt på bensinefterfrågan.

Dieselanvändningen utgör drygt 30 % av energian- vändningen för inrikes transporter. Även här används en efterfrågemodell (”top-down”) för att göra bedöm- ningar över dieselanvändningens utveckling. Modellen baseras på antaganden om olika industribranschers framtida utveckling. De branscher som visat sig ha störst påverkan på dieselanvändningen är massa-

och pappersindustrin, petrokemisk industri samt verk- stadsindustrin. Modellen tar även hänsyn till bedöm- ningar om dieselprisets utveckling (priselasticitet -0,2) samt teknikutveckling.

Flygbränsleanvändningen för inrikes flygtransporter utgör ca 4 % av transportsektorns energianvändning. Beräkningarna över flygbränsleanvändningen baseras på Luftfartsverkets prognoser över antalet landningar på svenska flygplatser. Denna prognos härleds i sin tur ur en passagerarprognos. För att erhålla antalet land-

ningar görs antaganden om flygplansflottans samman- sättning och kabinfaktorns (det genomsnittliga sätes- utbudets) utveckling. Passagerarprognosen är framtagen med hjälp av en efterfrågefunktion, där sambandet mellan efterfrågan på flygresor och den ekonomiska utvecklingen tillsammans med prisutvecklingen på flygresor utnyttjas.

Elanvändningen utgör 4 % av transportsektorns energianvändning. Bedömningar över elanvändningens utveckling baseras främst på de investeringsbeslut som har fattats för den spårbundna trafikens utbyggnad.

Användningen av eldningsoljor för inrikes sjöfart utgör 2 % av transportsektorns energianvändning. För- ändringar i användningen av Eo1 och Eo2-5 påverkas främst av trafiken mellan Gotland och fastlandet. Bedömningar över användningen av eldningsoljor för utrikes sjöfart, s.k. bunkring, baseras på antaganden om den framtida utvecklingen för export och import.

För de alternativa bränslena baseras framtidsbedöm- ningarna dels på information om teknikutvecklingen för de olika bränslena, dels på politiska beslut. Det finns idag tekniker som möjliggör drift med en rad olika alternativa drivmedel. Anledningen till att dessa inte används i någon större utsträckning idag är bl.a. högre bränsle- och fordonskostnader relativt bensin- och dieseldrift. Även den begränsade tillgången till distributionssystem, tank- och servicestationer påverkar introduktion och användning av alternativa drivmedel. Den stora osäkerhet som för närvarande råder angående t.ex. framtida beskattning av alternativa drivmedel på- verkar också bedömningen av hur dessa bränslen kan komma att utvecklas.

El- och värmeproduktion

Bedömningarna för el- och värmeproduktionens ut- veckling i scenarierna baseras på en iterativ process. Dels testas om produktionssystemet balanserar mot efterfrågan, dels om hela energisystemet klarerar. El- och fjärrvärmeproduktionen ges dock utifrån användar- sektorernas efterfrågan.

Ekonomiska förutsättningar och bränslepriser utgör indata för både användarsektorerna och tillförseln, dvs. för el- och fjärrvärmeproduktionen. Framtagna bränslepriser samt skatte- och bidragssystem är indata för beräkning av elproduktionskostnader för ny kraft samt för beräkningar av de rörliga produktionskostna- derna för befintlig kraft.

Hänsyn tas till viss del till teknisk utveckling för de olika produktionsteknikerna för elenergi och fjärr- värme. Dessutom beaktas även att ny kapacitet inom vissa kraftslag kommer in p.g.a. olika stöd.

Dagens elproduktionssystem är relativt väl kartlagt. Det finns uppgifter om de olika kraftslagens befintliga produktionskapacitet och det samlade produktions-

systemets begränsningar. I förekommande fall görs även specialstudier om kostnader i elproduktionssystemet.

Bedömningarna för kraftvärmen bygger på data om nuvarande kraft- och värmesystem. I beräkningarna av ett framtida system ges fjärrvärmeproduktionen även av användningen inom sektorerna bostäder och service samt industrin. Utgångspunkten är att ekonomin opti- meras för varje fjärrvärmesystem i sig, dvs. de billigaste pannorna eller värmepumparna används vid varje given tidpunkt. Dessutom måste kraftvärmen optimeras mot vilka elpriser som råder under ett år.

Bedömningar över kraftbalansens utveckling baseras på principen att kraftslagen utnyttjas i kostnadsordning, dvs. det billigaste kraftslaget utnyttjas först. Marginal- kostnadsprissättning innebär att priset avspeglar kost- naden för att producera ytterligare en kilowattimme elenergi. Den kortsiktiga marginalkostnaden för ett år definieras som ett tidsviktat medelvärde av den rörliga kostnaden för det dyraste kraftslaget som används vid olika tidpunkter plus en s.k. bristkostnadskomponent. Bristkostnaden ska avspegla leveransförmågan i pro- duktionssystemet. I en situation med överkapacitet

är bristkostnaden liten, men den ökar när efterfrågan ökar inom ramen för ett givet system.

Kort allmän beskrivning av MARKAL och dess användning

MARKAL är en dynamisk linjär programmeringsmodell utvecklad i mitten av 70-talet inom IEA-ETSAP för analyser av det tekniska energisystemet. Modellen

har förbättrats kontinuerligt och nått en stor spridning världen över. I korta drag fungerar MARKAL så att en exogent specificerad efterfrågan på olika energitjänster för en rad olika samhällsektorer driver modellen.

Modellen strävar efter att uppnå den specificerade efterfrågan till minsta möjliga kostnad.

I modellen finns ett stort antal tekniker specificerade, såväl dagens som morgondagens. Teknikerna omfattar allt från storskalig kraftproduktion till småskaliga energiomvandlingstekniker hos slutanvändaren samt effektiviseringsåtgärder. Dessutom tillkommer ett stort antal randvillkor i form av exempelvis miljökrav och tekniska prestanda. Tidshorisonten är normalt 10–25 år.

Vanligtvis utnyttjas MARKAL för scenarioanalyser, där scenarierna formas (väljs ut) utifrån olika prognoser för utvecklingen av faktorer i energisystemets om-

givning. Nedanstående schematiska bild beskriver det tekniska energisystemet och dess omgivning, där om- världsfaktorerna samlats under fyra rubriker: energi- marknader, energiefterfrågan, teknisk utveckling och miljökrav.

MARKAL optimerar det tekniska energisystemets utveckling under den studerade perioden, utifrån:

• en bestämd målfunktion,

• prognoser för utvecklingen av de fyra omvärldsfaktorerna och

• bestämda randvillkor (systembegränsningar).

Den vanligaste målfunktionen i MARKAL är kost- nadsminimering utifrån samhällsekonomiska kriterier. Modellresultatet utgörs då av den mest kostnadseffek- tiva utvecklingen av energisystemet, givet de antaganden om omvärldsfaktorernas utveckling som gjorts och givet randvillkoren.

Modellerna ger också möjlighet till val av andra mål- funktioner än de ekonomiska. I MARKAL kan man t.ex. ha som mål att minimera emissionerna av växt- husgaser.

Randvillkoren kan utgöras av en lång rad begränsning- ar, t.ex. kapacitetsbegränsningar (för utbyggnad av vissa tekniker eller för överföring mellan länder), potentialer (t.ex. begränsningar i tillgänglig mängd avfallsbränslen), utsläppsbegränsningar (t.ex. av växthusgaser enligt Kyotoprotokollet) e.t.c.

Bränslen som används för elproduktion är befriade från energi- och koldioxidskatt men belagda med svavelskatt. Fossila bränslen för värmeproduktion i kraftvärmeanläggningar belastas med halv energiskatt samt full koldioxid- och svavelskatt. Biobränslen är obeskattade för alla användare.

2) Flygbränsle beskattas inte direkt. Inrikes flyg beskattas däremot genom Luftfartsverkets miljörelaterade landnings- och passageraravgifter.
